I am trying to restore an E&J Vision Barracuda manual chair that I recently acquired. Does anyone know how the suspension system works and how it should be adjusted?

Hi ,
I hope you could help me , I'm looking for a manual wheelchair that will enable be to climb stairs .
I know there are many expensive chairs like the IBot but I'm looking for a manual cheaper one . I saw many patents that have been isued in this field but never saw a product on the market (manual ) .
Is there anything like it available ?
